Does this decoder read the cassette as well as the breaker?

Yes. The Magnum MW decoder is dual-mode — it reads both the breaker catalog number and the draw-out cassette number, and reports the amp range each one covers.

Why does an IEC Magnum use a different number from a Magnum DS?

The IEC 60947-2 Magnum MW is a separate catalog system from the ANSI/UL Magnum DS, with its own ratings structure. Entering an MW number into the Magnum DS decoder, or the reverse, returns the wrong frame.
